The pipeline was constructed to deliver drinking water from the Warracknabeal Water Treatment Plant to Sea Lake, via townships Brim, Beulah, Hopetoun and Woomelang. The water previously piped to these townships was untreated and deemed unsuitable for consumption meaning all households had to provide their own rainwater water.

As with all projects Mitchell undertake, the Mallee Towns Drinking Water Pipeline contributed greatly to the local economy and jobs sector. In conjunction with the South West Loddon Pipeline Project, Mitchell committed to carry out works under the Local Jobs First, Victorian Industry Participation Plan. Some 53 new jobs were created, 5 new apprenticeships and works helped promote business growth and employment by expanding market opportunities for the local small and medium enterprise industry.
